Our Mission

We believe that we help ourselves as we help others. Our mission is to engage people in the startling work of mission in the colonias of the poor, by assisting with special needs children, education,shelters, and addressing hunger and poverty.

Our History

As widely reported by the media, Paper Houses was founded by a Houston Police Sergeant, with the support of the Houston Police Officers Union in 2002. Sgt, Bob decker became lost when visiting a Mexican border-town, saw the extreme poverty of the working poor, and decided to do something about it.


These are the people determined to stay in Mexico and build a better life for themselves and their children. Helping people who are already working hard to help themselves is just and rewarding. Instead of relying on media reports, we are on our border and doing things every day to make a difference.

Dayane - 3 year old has convulsions

Earlier this month we met Dayane who suffers from convulsions. We sent her to a specialist for CAT scans and tests. The doctor found that she is an epileptic. We are now working to find the best possible treatments and medications.   . . .

Adriel Continues to Thrive

Adriel's mom sends her thanks and love. We visited Adriel at home in Acuna and by looking at this baby you would never know that doctors once said there was no chance of survival. Everything is so good when we experience something like this!    

New Laptops

Distance learning will be a combination of TV programs,parental teaching, and (for those with a laptop) a computer program. We delivered laptops to Alexis and Alinne, who are both blind. They need a little extra help.

Adriel, the newborn who doctors believed would not survive, is now eating on his own! His mother is so very happy! She can now hold her baby! Doctors expect a full recovery and soon Adriel will be able to return home with his mom. . ..

Rafael (Rafita) came home and his cancer is in remission. Doctors will see him again next month and we hope the good news continues. This is one happy little boy! We are all so relieved and his parents express their thanks to God and Paper Houses . .

Today Adriel was put on a smaller oxygen machine to continue helping his little lungs. He still remains in ICU. His mother is now able to hold him for a few minutes each day as very strict precautions are taken . . . .

Joseline - Heart Problem

Joceline, diagnosed as a Down syndrome child with a serious heart condition, returns to the hospital in Monterrey. She will receive whatever is needed to treat her heart. Our hope is that medication will be all that is needed. This is her 10th birthday.
